Myra Howze Shiplett is the president of RandolphMorgan Consulting, LLC, a human capital and organizational effectiveness consulting firm. Her current areas of focus working with developing countries on judicial reform and improving their merit-based public service capacity. Domestically, Shiplett provides assistance to federal and state organizations that are transforming their human capital functions.
From 1999 to 2003 she directed the Center for Human Resources Management at the National Academy of Public Administration. The Academy is a congressionally charted research organization that assists public organizations to improve their efficiency and effectiveness. Prior to joining the Academy, Shiplett spent more than 30 years in public service at the federal and state levels of government. She joined the federal government as a management intern in 1968 and was selected a career member of the Senior Executive Service in 1980. She has worked in a number of different federal agencies and organizations. Her positions include assistant director of human resources and statistics for the federal judiciary; director of personnel for the Federal Trade Commission, associate director of human resources for the Department of State and assistant director for national security and international affairs at the Office of Personnel Management. During her tenure at the Department of State, Shiplett also directed the national passport issuance system. As the director of administration for the Federal Housing Finance Board, Shiplett designed and implemented the administrative systems for a new banking regulatory agency. She has worked and taught at several universities and colleges.
Shiplett’s areas of expertise include the design, implementation and assessment of administrative systems with a special expertise in strategic human capital systems, designing and leading organizational change, dispute resolution systems, leadership development in public organizations and executive coaching. An expert on the issues of public service reform and transformation, Shiplett has spoken and written extensively on these topics. She has traveled throughout the world and has worked with a variety of foreign governments and international organizations to design and implement merit-based civil service systems.
