The Project includes 13 Working Groups, nine of which conduct research and analysis for the study, and four of which assist in developing and implementing recommendations. The activities of these working groups are coordinated and integrated by the PNSR staff. The working group leaders have assembled teams from public policy institutions, nonprofit organizations, universities, business and government.

Research and Analysis
Provides historical examples to support the work of the Project's other working groups
Analyzes the role of Congress in the national security system, including such issues as oversight, resourcing, and committee structure
Examines human resources and human capital management across the wide spectrum of the national security system
Assesses the ability of the government to effectively share information and promote knowledge across the interagency system
Provides the context for the Project's other working groups by describing the 21st century security environment and its corresponding national security missions
Describes the national security resourcing process at work in the Executive branch and in Congress, specifically the ability of the United States to adequately resource interagency missions
Analyzes existing processes used throughout the national security system to conduct the formulation of strategy, policy-making, and operational planning
Examines the impact of organizational structure on the ability of the president to integrate national security capabilities from a diversity of players across the government
Develops a common vision and set of guiding principles for the wide array of organizations considered to be part of the national security system

Works to inform Congress of the Project's work
Assists Congress and the Executive branch in acting on the Project's recommendations
